Overview
After over a decade of service at the Division of Legislative Services, David joined Macaulay Jamerson Satterlund & Sessa in 2024.
At the Division of Legislative Services, David served as counsel to members of both the Virginia House of Delegates and Senate of Virginia. In that role, David interacted daily with legislators, agency heads, and industry stakeholders. He also drafted countless pieces of legislation and advised legislative committee members on legal issues from the dais. These committees included the Senate Committee on Rehabilitation and Social Services, the House Committees on Health and Human Services, General Laws, and Communications, Technology and Innovation. David also worked closely with members and staff of the House Appropriations and Senate Finance Committees.
At Macaulay Jamerson Satterlund & Sessa, David serves as both a lawyer and lobbyist. His unique skillset and longstanding relationships allow him to serve as an effective advocate and secure results for his clients. David values not only establishing long-term relationships with his clients, but also helping them to develop meaningful relationships with legislators, agencies, and other interested parties. David’s subject matter areas include alcoholic beverage control, cannabis, corrections, gaming, health, and public benefits programs.
Prior to serving at the Division of Legislative Services, David served as a law clerk at the Supreme Court of South Carolina.
